Oil passage, filter fix

I stripped a bolt that holds on the cover for the oil filter (2000 426yz). Its the bottom one that is an allen head bolt. I was going to put a helicoil in it but it looks like there is an oil passage there! It looks like the original bolt would have blocked the oil passage also. Does anyone know if I can put a helicoil in without affecting the oil delivery and doing motor damage? Why is there an oil passage if it is blocked by the bolt? Any help would be appreciated, a new case is expensive?

If you do a search, I think you'll find that a lot of guys have used a heli-coil to fix this.
