Rim lock/ tyre valve

After changing my tyres, how tight should i do up the rim lock and tyre valve?

I crank my rimlocks down hard but I leave the tube stem loose so I can see if the tire's slipping on the rim and dragging the tube around.

Loose tube stem{at least half way up the stem} also stops the valve tearing out if the tyre does spin on the rim!
