The muffler of the DSP Exhaust has an inside diameter of 2 1/32" and is 14" long. Does anybody know of an after market insert or somthing I could build to keep the neighbors tooth fillings from rattling when I fire this thing up.

I had the same thing, I found an FMF Q series on E-Bay for 80 bucks.

Did you try to repack it.
It'll never be quiet but it may help.

I've gotta repack my Ti-4

Any suggestions on what to use and how tight I should make the packing?

I just put a stock WR exhaust on my YZ for neighbor-purposes, yeah down on power, but settin' in the garage it didn't make much either....now quiet as a mouse.
