Is it normal for the exhaust to be so hot it melts the turn signal?

I have the Tusk street kit that uses the sticky LED turn singles and I had to replace them and re mount them in from of the exhaust so I do not melt them again. There was a black film developing on the LED light as well as on the licence plate.

And the black soot build up? Is that an indicator of running rich or lean?

Black soot means rich. Some is normal.

If you get some after every ride, you are really rich, like your float height is too high.

Could be how you ride, how it's jetted, etc etc.
