Picked up a beat up '99 yz400f. I plan to renovate it over the winter.

 My last "big" bike was a zy490. The kids are old enough to ride with now, and I turned 50, so here we go. :) 

It's missing the decompression lever and cable, but I am fairly sure it does not have the cam mod. I am looking for recommendations on replacement levers/cables. I have downloaded the owner's manual. 

 The accelerator pump looks to be disconnected from the throttle arm? Off to Google land.

I am putting a auto decomp cam in my 400F this winter and the decomp lever/cable will be coming off.  You could have it for dirt cheap if your in no rush.
