Shortly after putting a new 3.3gl tank on my 03 yz450 I noticed fuel coming out of the bottom hose on carb. Pretty steady stream whether running or engine off. Any suggestions?

Remove your float needle and polish it, and the cavity, and re-install.  It is sticking or leaking.

Inspect the needle tip for grooves and the seat for pits. If you see anything, replace them.

Treat your gas with ethanol treatment

Floats were sticking. Cleaned and no longer leaking. Thank you

I put some seafoam in the tank. Good idea?

YES, but next time use something designed for burning, not storage, like Pri-G or similar.
