does anyone know if a bolt with super locktite applied can be busted loose without twisting the bolt off

I would heat it up before I tried loosening it.

Yes it can. You have to heat the bolt with a heat gun. If you don't have a heat gun, try a blow drier ( it will take a while).

I used a lighter one time on a bolt that was not close to any plastic or hoses or other stuff.

Heat is the answer. Read the bottle (or go to the parts store and find a bottle to read) and it will tell you how hot it should ideally get to loosen. Maybe lower temp will work, I don't know.
