New throttle tube & grip: Throttle sticking inside cable cap!

This is about to drive me nuts. I recently installed a new motion pro throttle tube. Oem spec, the $11 one. I installed new progrip rally grips. They are nice & thick. I installed the cables back correctly, pull cable to the inside, pick cable to the outside (front of bike). Without putting the throttle cable cap back on the throttle works as it should. There's no sticking. Once I put the cable cap pieces together, it's sticking in there somehow. Even when I put the oem tube back on, it's catching.

I have new flexx bars I installed a few months back. I had to take the throttle apart to install (I think) & had no issue. The oem bars didn't have the "collar", but still worked. I went ahead & ordered the collar this week. Is that a spacer that keeps the throttle cable cap from catching onto the throttle? What am I doing wrong or is that part what's missing?

It has a gap on the bottom of the throttle cable cap.

Collar, which is missing, but worked without it before..

From the pictures, it looks like the throttle housing and the throttle tube are off center with one another, possibly because you're tightening it onto a curved section of the bar, too close to the first bend, for instance.

 

The collar, BTW, is to maintain a certain amount of space between the throttle housing and the brake lever.
