2011 YZ450 fuel filter

My friend just got a 600$ bill for a fuel pump on his yzf. Is it normal to have the entire pump replaced vs just the filter?

Serious design flaw I've never heard of, or did my buddy get had? ( which we are afraid of)

By the book, the filter isn't serviced separately from the fuel pump, but it can be cleaned if you're up to it.
