I have a chance to trade suspension with a friend. He has a 98 400f with suspension that seems smoother than that of my 99400f. He said that he would trade me before he sells the bike if I want. He weighs 200 pounds and has way more time on the suspesion than I do. Should I be concerned with the extra wear and tear.

Don't do it. Aside from any additional wear, there are significant differences in those years, and the '99 is much improved. Work with what you have, and rebuild/revalve as required.
