Yz426f rev limiter

Do the 426's. Really have 2 rev limiters an upper and lower limiter, In gear its 11.5k And in neutral its lowered to 7.5k Is this true or what?

Why do they do this? To protect the motor from people who hold it wide open i neutral and free rev it bouncing itt off the limiter?

Yes.  Most EFI cars with automatic transmissions do the same thing.
