I looked at buying a 04 yz450f today. The bike is in decent shape overall but is backfireing consistantly, the owner claims it needs a carb cleaning and a new hot start cable installed. Would the plunger on the hot start cable cause the bike to run crappy and not idle? For 1000$ it seems to goo to pass up.

Might be valves too... My CRF 250R did that when the valves went out of spec

Yes. it could.  If the hot start plunger is missing, the bike has a fairly large air leak, and would be very lean.
